How can I have my Civil Rights reinstated?

More details to this question:
When I was 19, I received a Criminal Property Damage Felony, $3,000 restitution and 1 year probation. I went on to serve 20 years in the military [waiver] awarded 5 Good Conduct awards [Max Possible], and a pension. No disciplinary record in the military, half of which I served working in the Weapons Department including the Armory, and have been retired from the military for 10 years. Is it possible and what would be the route to get my Civil Rights Reinstated so I can vote again and have the right to bear arms for home protection?

In Louisiana the State Constitution has a provision that is called a " first offender pardon" which restores the right to vote and some other rights, but not the right to bear arms. You will need to get what is called a full pardon from the pardon board to get your gun rights back.
