How can I make contact with the man in charge of my case or even just finding out their name?

I am certain that the police are attempting to catch me performing felonious activities, so that they may charge me. I want to know why, since I only have a recent arrest for possession and now for paraphernalia charge. I believe that a friend of mine has become a CI and Is strongly making attempts to frame either myself or my fiancé by making false statements against us and even trying to coerce my fiancé into actually doing illegal activities.
