How can I receive a drivers license in (1) state while its suspended in another?

More details to this question:
I received a DUI in Missouri, however at the time had a KS drivers license. I fulfilled all the penalty obligations from Missouri, however since I had a KS license, KS wanted me to get an ignition interlock device. My license will expire this October, however the IID is required to stay on until December. While my KS license is suspended may I obtain a license in Missouri as to not go without a drivers license for 2 months?

That is a good question.  If you have met all of Missouri's requirements for reinstatement and can prove residency in Missouri (utility bill or the like in your name sent to a Missouri address), you should be eligible to obtain a Missouri driver license.  Keep in mind that even if you obtain a Missouri license, your privileges to drive in Kansas will be revoked unless you have the ignition interlock device.
