How can my brother buy a rifle if my brother was 20 years when he received a larceny livestock charge in 1991?

It is now 2015 and he just finds out he has a felony on his record that is preventing him from buying a rifle for my dad for Christmas. At the time of court, they told him after 1 year of not getting any charges it would fall off. Why is it still on there? What can he do? He was a kid back then and was with the crowd. He has never been in trouble again.
