How can Probation and Parole make you serve longer than your sentence from a Judge?

My husband was sentenced to 19-33 months in North Carolina. He served 24 months leaving 9 months post release supervision. We had to do interstate compact to come home to Pennsylvania. Now we are being told by Parole that 60 months is how long you have to serve with supervision.
It's possible there was an error in transferring the probation. I would suggest that he ask the probation officer/parole office why such a long probation/parole. Usually one maxes out at the end of his sentence.
