how can you partition the prosecuting attorney?

More details to this question:
I am helping a friend who is a registered sex offender and there is a chance to get removed from the register since his case is more then 10 years old and was not against a minor. But he has to partition the prosecuting attorney in order to be removed.

RSMo Section 589.400.8 sets out the process for removing one's name from the sex offender registry in Missouri.  It sets out all of the relevant steps for petitioning the court and the prosecutor.  Or you could retain a criminal defense attorney to petition the court.
