How do I get removed from the permanent suspension list?

More details to this question:
I paid a driving violation off in March 2015. Because of my previous record my permanent suspension was extended for 3 years. The violation occurred in 1988 but paid in 2015. I do not want N.C. license. I have lived in N.J. for 15 years. Can you help?
