My manager has inappropriately made advances at me and now I am very uncomfortable working with this person. Due to my rejecting this person my work day is made very difficult and unpleasant by this manager

You could contact the EEOC or Pennsylvania Human Relations Commission, but much better is to contact a lawyer and get a formal opinion tailored to the facts of your particular case.
