How do I transfer drinking driving program providers from Ventura county to Orange County?

More details to this question:
In 2008 I was convicted of my 2nd DUI (in less than 10 years) in Ventura county and began taking the 18 month drinking/driving program, however, after about 5 months I was soon disqualified for non-payment. I have since relocated down to Orange County and desperately need to restart taking these classes to reinstate my driving privileges but have no idea how to begin this process myself or if I would benefit from hiring an attorney.

You have to apply to the Court. If you were represented by counsel then she or he should be able to handle that for you.
