How do we get charges dropped?

More details to this question:
A 14 year old got pregnant by a 19 year old, completely consensual, no one wants to press charges. The 14 year olds parents do not want to press charges, and neither does the 14 year old. However, child services has pressed charges against the 19 year old. How do we get those charges dropped? No one wants him to go to jail or get in trouble.
