How does one file for expungement in Lee's Summit, MO?

I am a nurse and I plead guilty on 04/03/2003 to charges filed on 10/05/2002 for defective vehicle, driving off roadway and failure to obey a police officer. The court clerk in Lee's Summit said that these were Local Ordinances and not misdemeanors but the KS ST. Board of Nursing says the court documents I sent them years ago indicate these are misdemeanors. I would like to file for an expungement of of the incident on my own for the $100 filing fee. I have been told an attorney would take the case for $750 but that either way, there is no guarantee of the outcome. That arrest affects my ability to find a job, so I need to do something about it. Since my income is limited, are there any cheaper methods to file? And how do I determine if these infractions are misdemeanors or not? And finally, if they are only infractions of local ordinances, how do I prove same to the KSBN?
Technically, under Missouri law, you are not eligible for expungement of those offenses since you plead guilty. See RSMo. Section 610.
