How is my DUI a potential felony?

More details to this question:
I was arrested for a 1st offense DUI with a barred license. My license was barred due to an unpaid fine which was actually paid but my license was barred for driving under the suspension anyways. I did not receive the letter stating that my license was even suspended until 2 weeks after I had gone to court. I only had 6 months left until my 2 year barred license was over. How is it a potential felony if it was my 1st offense?

Probably 625 ILCS 5/11-501(d)(1)(H)        (H) the person committed the violation while he          or she did not possess a driver's license or permit or a restricted driving permit or a judicial driving permit or a monitoring device driving permit;
