I have never heard of a case lasting this long. If you have an attorney, you need to speak with your attorney. If you don't have one, hire one immediately.

In South Carolina the DUI conviction will remain on your record permanently. However, only those prior DUI convictions that occur within ten years may be used to enhance subsequent DUI charges.

I would like to see the details, it is extremely uncommon for a DUI execution to take that long and therefore they should be looked into by your attorney, and with the utmost discretion as you would prefer to let sleeping dogs lie.

An average DUI charge in Colorado should not last over two years. It is unknown from your post if you have been fighting this case since 2010 or if charges have not been filed. If charges have not been filed; for a typically DUI case in Colorado the statutes of limitations should bar the prosecution form filing a case that is over two years old. The arrest may still be on your record. The only way to remove the arrest from the general public is to file a petition to seal the case.
