How Long Does The DA have to assign someone to a criminal case

More details to this question:
I was arrested recently for a crime that was committed in 2002 I still have not been assigned a DA to my case it is 2015 and they said they obtained my finger prints from a flyer where I was working as security my prints have been in the system I have been laid off from work because of this how long does this take
