How to answer in court for traffic violation?

More details to this question:
My son hit a nonmoving vehicle who was turning left into church parking lot (not during church times). No one was hurt. Both cars have considerable damage. He was charged with: 1. Assured Clear Distance $130 2. Construction zone ACD $195 It was not a construction zone so we are bewildered by charge number 2. Can you help clarify before we go to court?

Hopefully this was the first appearance - known as arraignment for this matter and your son pled "Not Guily" in order for you to have the appropriate amount of time to discuss this matter with an Attorney. You should talk to a lawyer (unless he pled either guilty, or no contest today).
