How to remove a NYC parole detainer

More details to this question:
A federal inmate has a NYC parole detainer that is 15 yrs. old. He can not get it removed from his record. How can he get in front of a parole board?

Someone on his behalf in goiing to have to contact NYC to find out if the parole detainer is still valid and if NYC wants to enforce it.
