How would I get my civil rights back after a criminal conviction?

More details to this question:
The conviction was in 1990 and in another state. When I was eligible I went before the governor of that state but was denied two times. The crime was 28 years ago and I'm wondering if I can appeal again?

You would need an attorney in whatever state that you were convicted in to answer that question.
