Can I turn myself in at the police station at any time so I can be seen by a judge?

Go to court to turn yourself in. That way you don't have to sit in jail overnight. Go first thing in the morning.

You should hire a lawyer to go to court to recall the warrant. A lawyer can do this without you present if the underlying charge is a misdemeanor, so it is less risky for you.
