I have been jailed twice for the same probation violation over two years apart, I had no new charges, but they want me to put back in jail, can I sue?

In August 2011 placed on probation for 1 year following a VUSCA conviction. July 2012 due to budget concerns they releases all non-violent low level offenders who have completed half of time and owe no fees. I got a letter releasing me. March 2014 jailed for probation violation. Plus 4 more times, the last was for the same March 2014 violation. It was for kidnapping, double jeopardy and assault.
