I have felony 3 in the state of N.J. in order to get expugment do i needed an attory from N.j. or fl? and my cases are old 1986 and 1989 ?

I live in florida now but the felonies are from N.J.? And about 5 yrs ago I had to take a anger mangament course..for domestic fight with my husband. and pay a fine. Can I still apply for an expugment with this on my record?
