More details to this question:
I received the first offender act back in 2008 for financial identity fraud and completed all the necessary requirements and had my record sealed with no convictions. Although my record is sealed, I would really rather have it expunged because I am going to school for medical assisting, and I have been told that medical offices can open sealed records and that expungement is the best route to go. I would like more information on my options.

You r confused - the 2 laws are not in conflict - in fact they compliment each other - once you have completed your sentence your case is dismissed and you should be able to seek expungment.
