I purchased a $26,000 ruby ring through PayPal about two months ago. The seller is based in New York and have a big store on eBay. He did provide the GRS Certificate and appraisal when I purchased the ring. But recently I sent the ruby to another lab for recheck, came out the ruby was not the one on the original certificate. The original stone was a 3.48 carat unheat perfect vivid red ruby, the one they use to replace is a heated 3.48 ruby with a gap on the side. This made a huge difference on market value. The seller basically used the real certificate to cover the similar low-end ruby and probably sent the original ruby to reopen another certificate therefore they can make huge profit on it. I was totally shocked. I contacted PayPal immediately, but they said it is out of the 45 days dispute range so there is nothing they can do. I paid out total 4 invoices for this deal, one of $2175 was made by credit card, other three was made by PayPal balance and checking account. If anyone can give me any advise, I will be deeply grateful. Should I report to the DA first? Thanks for your time.
It appears that you have been defrauded, and may have to take your action in New York where the seller resides. I would need to details. You will also have to show that the GRS certificate was fraudulent and was not for the stone actually delivered.
