If you are being investigated for retail theft, but you haven't been charged nor have your Miranda rights been read to you, is there a way out?

More details to this question:
My daughter received a paper in the mail stating she's been charged with retail theft. She was not arrested nor was she told when where or why these charges came from. She received a notice from district court ordering her to be fingerprinted is this legal or are her rights being violated. She doesn't want to be fingerprinted without knowing the facts.
She is being arrested by summons, which means by mail. Take the papers to an attorney. If this case is handled by an attorney she will have a good chance of a dismissal if she is a first timer.
