The TN statutory rape laws say if the victim is between 13-17 AND if the defendant is 4yrs older. Since it says "AND" and both of these are not occurring at the same time (I'm only 3 years older) does that make it legal??

While your reading of the definition of statutory rape is correct, if you think that I am going to tell you that it is okay to have sex with a minor, then you are mistaken. Proceed at your own risk.
