In California State Does this qualify as GTA? and title transfer fraud?

More details to this question:
I had a guy offer to purchase my motorcycle. I let him test ride it in a large grocery store parking lot, no problems. He returned the next day with "family" and said he had the cash for the bike and wanted to test ride it again, except this time he took off with the bike and family in their car. I hold the title (pink) but I had just purchased the bike a few weeks before and didn't have the cash yet to transfer title. On going to the DMV the title was already in transfer by a bill of sale filed earlier the same day. DMV says it's a civil case now

Based on what you shared, it sounds like your bike was stolen.  If that's the case, the first thing it to report it stolen to the police.  This sounds like a criminal matter.  Otherwise, more facts are needed.
