I had a Minor in Possession charge when I was 17 and completed diversion. I'm 20 and have one in Manhattan Kansas. Is the second Minor in possession charge a first offense if I completed diversion for the first?

It will be a first but the fact you ended up getting a prior one dismissed will give you less options.
