Is hitting a vehicle on public property the same as on private?

More details to this question:
My brother hit 2 vehicles on private property and I wanted to know if the charges would be the same as if he hit them on public property.

It depends on the police or jurisdiction. Usually yes, but I've heard of it going both ways. Sorry I can't be more definite.

Yes they would.? It still is damage to other vehicles.

If the places were on the roadway, property within the right of way or places open to the general public " then the stop and report requirements are mandatory.
