is it identity theft if a landlord uses your name and social on a bill AFTER you move?

We had to break a lease and move because the house had lead paint and my children had high lead levels. After we moved the landlord took my name and social and put a 1700 gas bill in my name. The gas company said I had to go to court to get the bills and are now demand I pay it without seeing the bills. Is this identity theft
Yes ! This is and you should report it to the police in the town in which you lived. Take a copy of the police report to the gas company and demand to see any bill that has been put into your name. Good luck.
