QUESTION

Is it illegal for a person to knowingly keep someone's mail when they could give it to them?

More details to this question:
I was living with my sister for a few months. I was using her address for mail. Since I had moved she has been intentionally keeping my mail.

No, it isn't legal. Tell her you will report her to the U.S. Post Office if she doesn't give you your mail. She could be facing federal charges.
