Is it illegal to tell someone to kill themselves?

My daughter received an email from a girl telling her to do the work a favor and kill herself.

No, not that I know. It may be cruel, or stupid, or ridiculous, but it is probably not illegal. You need to teach your daughter to not empower people to hurt her feelings. Teach her to recognize fools and to avoid them.

I'm not sure it's illegal; but it should be reported to the email service provider with a request to terminate the girl's email account.

Might be a civil case for emotional distress but I do not know if the person has any money. Also could get a restraining order against this person to stop that kink of messages or stay away PERIOD.

People are free to say what they want. There are more laws on anti-bulling but if everyone was arrested when they told someone to drop dead we would need a lot more jails.

That is bullying and it is illegal only if your state has an anti-bullying statute. I don't believe California has one.

Although repugnant, it's basically the same thing as saying "Go to Hell". The way it is phrased, it is not a threat, simply an insult. Insults are legal.

Freedom of speech. However, if this causes emotional distress, you might have a right to sue for intentional infliction of emotional distress.
