More details to this question:
Two summers ago, I was given a citation for paraphernalia and possession of a controlled substance by forestry. The officer said he was not putting the citation on my record. I know it did not show up on my state police background check.

No one can answer this without more details. If you pled guilty to a summary offense in court, it should show up on the state police and FBI background. However, if you were cited with some sort of municipal or park ordinance, it should not.
