Is it possible to get a detainer lifted in New Jersey?

I have a friend who has been incarcerated in Pennsylvania state prison since January 2013. At the time of his imprisonment, he was on probation in Warren County, NJ for a previous home invasion offense. Based on his new charge/conviction in Pennsylvania, New Jersey held a probation violation hearing which my friend could not attend as he was incarcerated in Pennsylvania! As a result, New Jersey has lodge a detainer against him for failing to appear at his probation violation hearing. He is due to be released on parole in PA next year. Is there any way to get this detainer resolved before he is released next year? How much money/time would an attorney require to handle just the detainer situation?

The key is working with the NJ authorities to address both the detainer and the underlying violation of probation. THis can be done. The authorites do not want open case.
