Is it possible to have an attorney appear and get this 1994 arrest warrant was issued for arson quashed?

More details to this question:
Friend (denies involvement) and moved to another state. Because of no reciprocity, warrant did not follow him. Twenty years later, warrant is still active and now found. He has turned himself in the past 15 years but the other state will not extradite. He has no money to travel there and appear.

There is no reason to quash the warrant. You need to turn yourself in.
