is it possible to remove a "Do Not Enter Travis County " parole stipulation?

I have lived in Terrant County for the last 7yrs. However my parents are in Travis County and are getting to where traveling is hard for them. i did 21yrs in TDCJ for murder , I have 7 yrs left on parole.
