Is it up to the prosecutor to drop attempted murder chages against my loved one?

SOUTH CAROLINA: Me and my loved one got into a fight. Got ugly. I called the police to press charges based on the information that was provided they decided to charge him with attempted murder/burglary.
He has been locked up for 4months now. I do not want to press charges or testify I just don't won't anything else to do with this.
Wish I could put this past me. Can they refuse to let me sign an affidavit of non-prosecution? And if not what can I do if they did and if I was able to sign one can they still subpoena me to be there...help.
