Is jail time guarenteed for a 2nd time drug offense

More details to this question:
I was arrested in 2014 for Paraphernalia and put on Conditional discharge. Today I was arrested for the same thing and I was wondering if I'm facing jail time for my 2nd offense and if so how can I avoid it
