Is there another way to get IID hold removed?

More details to this question:
My DUI (1st offense) was in November 2011. I live in another state and have had my license for the past 2 years now. I had installed an IID for a year, per their request. They informed me that is 4 months too early and have a hold on my license. I have read that an IID is not required but an option.

IID is mandatory in certain counties (like Los Angeles), even for a first offense.
