Is there any law pertaining to yellow light durations in illinois?

More details to this question:
I was mailed a red light camera violation in chicago. The speed limit was 30 mph and the yellow light was 3 seconds or less. (from the video provided). I am currently trying to fight this violation because i believe it is a safety hazard to have lights that short, but im having trouble finding any legal documentation on traffic lights
