Is there grounds for a interlock ignition device on a vehicle without an alcohol related conviction

More details to this question:
The penndot restoration requirement states that an interlock ignition license be obtained and an interlock ignition device installed in any vehicle register to me for a possession of a contolled substance (marijuana) this was not a DUI or DWI. Drive home after the traffic stop.

Unfortunately, the statutes make no distinction between DUI-alcohol and DUI-controlled substances when it comes to this. If it's your 2nd or more conviction, they're going to require interlock even if you NEVER had a drink in your life.
