A New York state trooper was parked on the shoulder of an exit ramp on the highway and out of view until a motorist makes the turn on the exit ramp. He was standing on the highway exit ramp outside his vehicle stopping cars for the purpose of checking for seat belt violations. He was doing this in the middle of rush hour during a weekday and backing up traffic from the exit ramp and out into the highway. Since traffic was barely moving on the exit ramp, I pulled into the shoulder lane to get a view after the bend on the ramp. As I turned the bend, the trooper saw me. I got back into the lane and when my turn came he pulled me over and proceeded to issue me a ticket.
