More details to this question:
back in 2004/2005 the p.d. from my home town got a warrant for my fathers arrest and while he was sleepin in bed they came in and got him laying in bed they beat him in the face with a billy club while the k-9 dog attcked him as the other officer had aheld of the dog he begged them to stop and they wouldnt my dad pooped his pants he was so scared he couldnt take it finally my cousin came running out screaming and yelling for them to stop he had to get over 300 stictches and had medical attention they did charge my dad with assaulting a peace officer cause my dad grabbed the dog mouth toi get it to stop attackoing him. he did get a lawyer but the lawyer quit casue i think there were nobody brave enough to take on the p.d here there a bunch of crooks . but then my dad went to prison for 3 years and now is haunted by that daily n he never knew his rights plus he ws in jail and them same officers harass him daily and till have jobs, something we can do please .

Unfortunately the statute of limitations is probably exceeded as to suing the police department, appealing the case, or most other actions. However, you might sit down with a local attorney and go over the facts of the case to determine if there is something that tolled the statute of limitations allowing a lawsuit.
