Isn't this double jeopardy?

More details to this question:
Isnt it double jeopardy for these dmv to require me to take DUI class after I did 90 in jail and closed the case. It's been 9 years since I was charged and 5 years since it's been closed. There only reason I can't get my license is because of those classes. Why am I still being punished for something that I did the time for and was already punished for

It is not double jeopardy since one is an administrative matter and the other is a judicial matter . It has been challenged in court and lost.  Having a drivers license is a 'privilege' and not a right, so they can attach any rules they like to getting one (for the most part). Sorry.  That said, you might consult with a lawyer to see if there are any other options.
