My mother is being wrongfully accused of credit card fraud. What can I do about it?

My mother had some packages coming to her that were supposed to be sent to our new address, but they never arrived. The packages got rerouted to our old address, but never arrived. My mom asked the guy we lived with at the previous address to sign for them if they showed up. Apparently according go the Gallatin Police department some packages with laptops that were apparently bought with a stolen credit card were sent to the address 537 Murrey St. where we used to live and the cops are trying to say that because she asked the guy to sign for her packages, that the 3 laptops are hers and she committed credit card fraud. She was only supposed to have 2 packages though. I'm afraid for her to go talk the cops in Gallatin because they have already threatened to get a warrant for her arrest and the only evidence they say they have is a text message that can be easily faked, misconstrued, or altered.
