QUESTION

My question involves a traffic ticket from the state of Penna for "Improper Backing-up no accident".

I was given at icket for improper backing-up no accident. I was driving my car on the west street and tried to look for a name sign of store. I just missed it and moved into a shoulder. I stopped my car and then drove back-up approximately the length of my car. But I saw a mirror in my rear car while a police car already arrived there behind my car. I decided to move into the driveway of the stores. I told him as a police man that I am a deaf person. I gave my resignation car and license driver to him. He decided to give a traffice violation to me without his explanstion to me about improper backing-up. What shocked to me? How can I convice honor/judge at the court about improper backing-up no accident? I were able to back up safely on a shoulder street - no highway, without interfering with other traffic. Please help me out this issue ticket, thanks!

Plead not guilty and explain your case to the Judge.  If it is not terribly important to you this is one of the rare cases where you may not need to bring an attorney, though you should probably consult with one for free anyhow.
