More details to this question:
1991 14 years old had juvenile record that record was sealed. Well 20 years later that record was unsealed somehow and entered into the NCIC system. No one can tell me how or by whom the record was unsealed and entered into the NCIC system. Also they will not remove it from the NCIC system even they agree it should have never been entered. I need to get it removed from the NCIC system any advice?
