Need the best criminal defense lawyer for fire arm felony charge

My son sawed off the barrel of a shotgun, and it was under 18 inches. He now has a third-degree coming on felony charge. He’s only 23 and he bought the gun when he was 20. The police took it to years ago and didn’t do anything about it and then suddenly a charge came up. They had sent him an email to say come get the gun but he didn’t get it He didn’t know he did anything wrong. Please help.
