It would be unusual for a judge to agree to reopen a case once it has been taken care of in Court. But you could always ask if it can be done (contact the clerk for the Judge and see if they will get your case back in front of the Judge). I doubt they will, but you could ask. "Plea Bargains" in a case are normally offered by a prosecutor (not a judge). If there was no prosecutor in your case, then it was a state court traffic infraction and the judges have very limited power to do anything in those cases. If this is the case, the offer you got and accepted is the best offer you will get.
