More details to this question:
At sentencing time if you take a 5 year with 25 month stipulation deal can the judge lower the months and by how much? Does the prosecutor have any say in the judge lowering the months or is it by law that he can only lower it to a certain amount.

The judge normally follows the plea bargain arrangement for the period of time before one is eligible for parole. There is a further problem in that the Parole Board will look carefully at the period and not be quick to release the person after the stipulated period.
