I got pulled over in September 0f 2017 i missed my court in November i called and paid my insurance ticket in march of 2018 i received a letter today july 10 2018 that they suspended my license for not takin care of my citation how is that?

More than like the department of safety didn't get the word that you had paid the ticket. Contact the Department of Safety and speak with them. They will need confirmation that you paid the ticket. Contact the clerk of the court where you got the ticket and get proof from it that you have paid it and provide that to the Department of Safety.
