More details to this question:
I found an attorney for my DUI and have signed a contract and paid my retainer. However, I've found another lawyer that I feel will do a better job. Present lawyer has not gone to court for me or anything yet. Can I "let him go"/fire him and get back my retainer? Thank you.

Yes, you can indeed fire him. Check your retainer contract--it may say the retainer is non-refundable. Even so, ask him if he will give you a partial refund.
